GENERAL MEETING OF H.E PRIME MINISTER KAY RALA XANANA GUSMÃO WITH ADN.IP AND CNA
Díli, 07/02/2025. The Prime Minister of RDTL, H. E. Mr. Kay Rala Xanana Gusmão, held a general meeting with the National Development Agency, Public Institute (ADN, I.P) and the National Procurement Commission (CNA). The meeting was held at the Dili Convention Center, Timor-Leste.
This general meeting was held to evaluate ADN and CNA’s activities during 2023 and 2024 in order to improve services in 2025 and in the upcoming years.
The Minister of Planning and Strategic Investment (MPIE), H.E. Eng. Gastão Francisco de Sousa, in his speech, said that these two institutions are very important for Timor-Leste’s development: “We all know that these two institutions are very important to assure the quality of projects: first, because CNA will proceed with the selection of companies and will conduct the procurement process according to the procurement legal regime; secondly, ADN has a very important role, because starting from projects’ evaluation to payment verification, that can assure the quality of the projects that have been approved and implemented by the government. We recommend all projects in Timor, so if we want to get good quality, this is your responsibility”, the Minister stated in his introductory speech. He also said that he has held meetings with ADN.IP and CNA many times and that he pays particular attention to these two institutions since the development of this country depends on them.
Following on, CNA’s Deputy Director, Mr. Nelson dos Santos Gusmão, delivered a brief presentation on CNA"s procurement activities between 2023 and 2024, including the number of implemented contracts, ongoing and cancelled projects. The Deputy Director has also mentioned CNA"s vision and mission, explaining the legal basis for CNA"s organizational structure as well as actions for the near future. He ended his intervention with a demo of CNA"s internal management system Procurement Monitoring and Archiving System (PAS).
After the ADN’s Executive Director presentation, the Prime Minister expressed his appreciation to the two institutions - CNA and ADN - and compared the past and the present regarding projects’ execution. Referring directly to CNA, he requested prudence/care with the awarding system and also with the evaluation criteria that must be consistent with the reality of Timor-Leste’s territory. Regarding the works supervision, the Prime Minister has asked for seriousness and awareness and also to be careful with payment projections for multiannual projects that must be carried out according to the performance of companies. The Head of Government highlighted the important role of the two institutions - CNA and ADN - for the development of the country, in all areas, and about them becoming the basis for transparency in the expenditure of the people"s money. “Learn to increase your skills..., I trust, I fully trust that you will make ADN.IP and CNA better. I hope that one day, when I see you working well, in a transparent and honest way, with great commitment, we will all say long live ADN, long live CNA, and long live Timor-Leste…because you’ve got this job to serve this country, not just to become public servants to get salaries”, PM Xanana said, reinforcing that the two institutions are the foundation for the future of Timor-Leste’s development.
The meeting ended with photo sessions between ADN.IP, CNA, and His Excellency the Prime Minister, MPIE, and other relevant institutions.
